FL Community Fuels Management Program Phase 1
Provide funding through “no-match” State Fire Assistance grants for a four part project. (1) Contract for mechanical fuel reduction in areas of high wildfire risk throughout Florida, strategically placed to provide protection to thousands of residents. Projects would be at least one in all 15 Florida DOF field units targeting high risk areas. FL - FL Community Fuels Management Program Phase 2
Provide funding through “no-match” State Fire Assistance grants for a five part project.  (1) Three hazard mitigation teams that would be stationed geographically across the state to conduct prescribed burning/fuel reduction on private and state lands in Florida and to support wildfire efforts as needed.  (2) Provide five heavy, low ground pressure mowers placed throughout the state for fuel reduction in the urban and rural interface in Florida.  (3) Contract for mechanical fuel reduction in areas of high wildfire risk throughout Florida; strategically placed to provide protection to thousands of residents. (4) Contract for CWPP development to include training and contracting for plan development in Florida’s highest risk areas that are potentially threatened by wildfire. (5) Contract for Firewise program delivery to Florida’s highest risk urban interface areas threatened by wildfire, this includes hiring two additional fire mitigation specialists.

FIA in the South: Expansion Project
The Forest Inventory and Analysis program in Florida as currently staffed has the capability to collect data on a five year cycle. Doubling the data collection staff would facilitate a shorter cycle to collect fixed plot data. This timeframe could reduce the cycle to two years. This would allow for a more complete picture of the forestland status in the state and would assist in potential placing of emerging new markets to sustainably utilize forest products, especially energy based producers.

FL Urban Forest Health Improvement Initiative
Project funding would be used to provide grants to local governments, as much as $50,000 each, to implement measures to improve urban forest health on publicly owned lands. These measures would include remedial pruning of trees, where the trees are judged in advance to be in good enough overall condition to benefit from pruning. They would also include root treatments such as soil aeration and modification to improve tree stability and nutrient uptake. Another project funding would be used to provide grants to local governments, as much as $50,000 each, to conduct urban tree inventories or assessments. These projects could be conducted by either private vendors or in-house employees. Final product would be an urban tree inventory or assessment of an area, with geographical boundaries and data collection parameters defined in advance.

FL - Non-Native Pest Treatment Program
Florida is a very large state with significant Forest Health issues, especially non-native invasive pest plants seriously impacting State, Federal and Private lands. Coordinating survey, detection and treatment of non-native invasive pest plants is a constant and complicated matter. OPS coordinators are needed to implement key elements of the State's forest health programs and initiatives (training, insect trapping, insect and disease monitoring and evaluations, and securing and managing state grant funds for treatment of non-native invasive pest plants via "in house" staff and external contracts).

State Forest Timber Marking for Fuel Reduction and Ecosystem Restoration
Florida’s state forest system contains in excess of 50,000 acres of overstocked timber stands that are in need of thinning. Although stocking levels in these stands are suitable for industrial type timber production, most stands exceed natural stocking levels. Heavy stocking and heavy fuels levels are creating fire hazards. Marking these stands will provide for removal of diseased and defective trees; reduce fuel loading and reduce fire hazard to facilitate prescribed burning. Stands will be returned to a more natural stocking level with improved health and vigor and with higher long term economic value.

Blackwater River Forest Longleaf Restoration Project
The ability to add longleaf acres at Blackwater improves local, state, and federal economic assets, Hazard Fuel reduction, carbon sequestration, and other broad ecosystem values. The jobs impacted are an improvement in tree planting jobs, herbicide applicator jobs, tree nursery jobs, forest administrator jobs, and chemical plant jobs.

FL Urban Forest Ecosystem Enhancement Initiative
Project funding would be used to provide grants to local governments, as much as $40,000 each, to either plant trees on publicly owned lands or provide trees to homeowners to plant on their properties. Guidelines would be established and educational materials provided to inform local residents about the importance of trees to their local community, following the “Right Tree/Right Place” concept, selecting native species adapted to their climate zone, selecting quality nursery stock, and proper planting and tree care for the future.

Longleaf Sandhills Restoration in FL
Sandhill delineation and habitat assessment will be conducted to determine specific site suitability for gopher tortoise and red cockaded woodpecker populations. Assessment of gopher tortoise and red cockaded woodpecker populations will be conducted through contractual agreement. Prescribed burning will be conducted on the sites determined by the assessments to provide the best opportunity for enhancing wildlife populations.

Increasing FL Reforestation and Forest Stewardship Planning to Fulfill New and Expanding Green Market Demands
Provide funding through Cooperative Forestry Assistance grants to both private and public lands for tree planting. To be inclusive of both pine and hardwood species to meet the variety of new and expanding forest products markets. Priority will be given to landowners with written management plans and lands that fall within priority areas identified in Florida’s Forest Land Assessment. Funding for intermediate silvicultural practices including precommercial thinning, prescribed burning or mechanical mowing and wildlife habitat improvements.

Wetland Restoration on Lake George State Forest
Provide funding for wetland and stream restoration for three natural drainage features were channelized on Lake George State Forest in the 1950’s. This channelization resulted in severe alteration of several connected wetlands, and in stream erosion and bank scouring within the artificial channels.

FL - Fire Weather Network
Improve the statewide weather network by implementing a four part project. (1) Contract the addition and maintenance of permanent fire weather stations in regions where no weather information is currently available (approximately 25 counties). (2) Combine this network with the Florida Automated Weather Network, which currently has 35 stations across the state, to create a Florida-wide weather network. (3) Include this data into current calculations of fire danger indices and drought. (4) Use the new weather network to develop additional tools for the prescribed fire community to achieve its goals.

FL - Wildfire Risk Reduction Program
Provide funding through “no-match” State Fire Assistance grants for the contract delivery of an eight part project. (1) Contract delivery of 30 workshops utilizing the “Fire in Florida’s Ecosystem” curriculum. (2) Contract for the preparation and development of up to 30 wildfire annexes to county’s Local Mitigation Strategy (LMS) in the highest wildfire risk areas. (3) Contract for the development of 5 Public Service Announcements (PSA) to assist Florida residents and visitors understand the risk of wildfire and wildfire damage in their area and serve as a catalyst to action to lower their wildfire risks. (4) Contract for the development of county specific Firewise plants lists that can be used with wildfire risk reduction planning and education. (5) Contract for effective wildfire prevention multi-media advertising in the areas of highest wildfire risk in high traffic area locations that are currently unused due to cost and budget restrictions. (6) Contract in combination with existing agency staff for the review and enhancement of the Wildfire Mitigation portion of the DOF website as a part of a multi-media outreach program. (7) Contract in combination with existing agency staff for the development of up to 20 county-wide CWPP’s including required training, planning and local and collaboration in Florida’s highest wildfire risk areas. (8) Contract in combination with existing agency staff for Firewise program delivery to Florida’s highest risk urban interface areas threatened by wildfire, this includes hiring 3 additional fire mitigation specialists.

FL - Expansion of Fire & Resource Management Training
Consists of a three part project. (1) Expand number of fire and resource management course offerings by DOF personnel at the FCW&FRMT or by contracting with vendors to provide onsite training in each of the Division of Forestry’s 15 field units. (2) Expand number of students by contracting with vendor to provide web-based training. (3) Develop a web-based computer application to standardize the tracking of training completed and training needed for the DOF.

FL - FL Rural Community Fire Protection Program
Provide OPS personnel hired for FEPP/FFP program management, data entry, internet sales, and dry hydrant management. Provide contract trucking for pickup and delivery of screened federal military excess equipment and vehicles to Division of Forestry and fire departments in Florida. Provide funding through “no-match” State Fire Assistance grants for the purchase of 200 Slip-on skid tanks and 30 Brush Patrols (Type 6 Engines) to be stationed across the state in rural fire departments to provide enhanced suppression capabilities in rural interface areas in Florida, and wildland personal protective gear to outfit personnel at rural fire departments. Contract the refurbishment of federal excess equipment and vehicles for use by fire departments for wildfire suppression. FL - Wildland Fire Capacity Enhancement Program
Provide funding through “no-match” State Fire Assistance grants for a five part project. (1) Contract for delivery of S-130 and S-190 to fire departments across the state in order to get fire department personnel trained commensurate to wildland fire fighting duties thus increasing their situational awareness and provide greater safety. (2) Contract for the delivery of S-215 and S-330 to fire departments across the state in order to increase the knowledge, skills and abilities of local fire department personnel that respond to and assist the Division with wildland fires.
